I think you do not understand how the tool works, let me explain you again :
- The Enigma-TV Server tool should run in your HOME only, in the home where you have your Dreambox !
- Then you activate the 'Internet Control' mode via the menu.
- Then you access the Web Media Player using a web browser from you Cyber Coffee ...
Do you understand ?
The server tool is converting your PC into a multimedia web server ...
Then, after that you have redireted the web & stream ports using your router, you can access this multimédia web server from the Web Media Player OR from a client tool that I also provide (Android, iOS ...)
