Video Bitrate -> No influence

Hello,
When I change the video bitrate in the webinterface, I don't see any difference in changing it from e.g. 50 kbps to 10000 kbps!
The image quality remains the same : sometimes it is good, sometimes it is bad but video bitrate has no influence!
What am I doing wrong?
