Sometimes I saw this for other users also, all ok inside but doesn't work from outside even if the roter is set up propery.
Multiple reasons :
- Sometimes the router doesn't work inside its own network, try to use a device that is outside of your network to call the public IP/port.
- Sometimes you need to reboot the router.
- Sometimes I saw users changing the ports to solve the issue, like some GSM providers blocking some port ... but you selected port 80 thatis standard for the web, so it should not be the cause)
- Sometimes the router just doesn't work properly, then you need to change.

If the tool works inside of your network then the problem is really related tothe router.
Try the things I listed, in case no luck, then try another router.
