You said that it works inside of your network but you can't get it working from outside.
I've checked all router settings and all looks good to me.
So if the router don't do it's job, then I can't do more.
I'm very sorry for that.

I suggest you to replace your router just for testing.
It's really not my fault in this case.

Did your redirected your ports to the Internet ?
If yes, you could send me your public IP & web port, then I can try to connect from my iPad (the old model) just to see if it works.
