The encoding is not the problem because I volontary replace specials characters by their equivalent in normal alphabetical characters. I do this because the web interface would also crash with your russian characters. An easy test would be to create this channel.csv with russian characters and then test the web interface. Can hou try and tell me if this works ?
Ok, so the file just comes empty ... hum that's not good ... Can you show me what kind of characters comes on the Enigma-TV channels list ? I'm not sure to be able to solve this on the web part ... Last error I saw by someone was just some characters like double-coats and this can be fixed easilly ...

I think the problem is in russian text (Cyrillic encoding), because channel with ENG title is ok, but with cyrilic title - there is nothing to display. Example: 2,,1, HD 2,,2, 2,,3, 2,,4, 2,,5,1TVRUS Europe 2,,6, 2,,7,RENTV ............ ----------------
Channels without title had cyrilic names..

I had a german member having the same issue and we found what to do to fix it ! The problem was related to some characters in the channels & medias files.
Please look into : C:\Users\YourUserName\EnigmaTV\http\protect\
Edit the files 'channels.csv' and 'medias.csv' (WHILE the Internet Control mode is active ... you will have to redoo this operation each time you stop/start the Internet Control mode as those files are re-written each time you start the process) Into those files, look for special characters like " (double-coats), etc ... Delete those special charasters and save the file(s).
Then you can go back to the web media player and refresh the page. It should then work.
The problem is that those special characters are breacking some javascript and so the web page just doesn't continue to load. That's why the select boxes are grey.
Please tell me if that solved your issue. I will correct this 'bug' for the next release.
I install the software and check all settings as you can see on the attached files, but when I connecting to my Web TV via Chrome or Mozilla, it is inactive, for example - provider and other options are inactive, I can't select anything...
