I think this is not a VLC issue but something related to your Dreambox ...
Check if the stream is password protected, if yes the disable this option !!!

deinstalled and reinstalled all components following your instructions, still no luck.
Clearly a VLC issue I need to resolve because even when connecting directly to the openwebif interface using a firefox browser I cannot stream channels, I get this error "Votre média d'entrée ne peut être ouvert:
VLC ne peut pas ouvrir « http://192.168.1.17:149/1:0:1:36B9:6A4:13E:820000:0:0:0: ». Vérifiez les messages pour plus de détails."

I downloaded V2.1.5 in Zip file from website and overwritten existing files in Enigma Folder without deleting existng files.

On next startup of Enigma TV, after Initializing sequence, I get a message saying, "VLC version not recommended, download recommended version", If I answer "Yes", Enigma downloads a new version of VLC and Problem remains.

I did the process once again and on next startup I said NO to retain the 2.1.5 but still no luck.

I will now deinstall EnigmaTV en redo process from scratch to see if it helps

Try to replace the VLC version with anewest :
So download from VLC web site the lastest version (in zip format).
The unzip it over the existing VLC foler in C:\Enigma TV\VLC\
Overwrite existing files, do not delete any others.
